And he said also unto his , There was a certain rich man, which had a steward; and the same was accused unto him that he had wasted his goods. And he called him, and said unto him, How is it that I hear this of thee? give an account of thy stewardship; for thou mayest be no longer steward. Then the steward said within himself, What shall I do? for my taketh away from me the stewardship: I cannot dig; to beg I am . I am resolved what to do, that, when I am put out of the stewardship, they may receive me into their houses. So he called every one of his ’s debtors unto him, and said unto the first, How much owest thou unto my ? And he said, An hundred measures of oil. And he said unto him, Take thy bill, and sit down quickly, and write fifty. Then said he to another, And how much owest thou? And he said, An hundred measures of wheat. And commended the unjust steward, because he had done wisely: for the children of this world are in their generation wiser than the children of . And I say unto you, Make to yourselves friends of the mammon of unrighteousness; that, when ye fail, they may receive you into habitations. He that is in that which is least is also in much: and he that is unjust in the least is unjust also in much. If therefore ye have not been in the unrighteous mammon, who will commit to your the true riches? And if ye have not been in that which is another man’s, who shall give you that which is your own? No servant can two masters: for either he will hate the one, and love the other; or else he will hold to the one, and despise the other. Ye cannot and mammon. The world at this moment · Under Rome, 63 BC to AD 100

Judea as a client kingdom and then a province. Roads, garrisons, taxes, crucifixion, and a common Greek language that let a message travel the empire faster than any before it.

Rome
The republic tears itself apart in civil war and comes out as an empire under Augustus. What follows is two centuries of relative peace across the whole Mediterranean, enforced by legions and paid for by taxes, with safe roads and safe sea lanes. Every one of Paul's journeys depends on that.
Judea
Governed first through Herod the Great, a client king of enormous ability and enormous brutality who rebuilds the temple into one of the wonders of the ancient world, then directly by Roman prefects. Crucifixion is the standard penalty for sedition and is used often and publicly.
The wider world
Greek is spoken from Spain to Syria, which means a letter written in Corinth can be read in Rome without translation. Jewish communities already exist in most major cities, which is where the first Christian preaching lands. Mystery religions, imperial cult, and philosophy all compete in the same marketplace.
