I left you in for this reason, that you would set in order the things that were lacking and appoint in every city, as I directed you— if anyone is blameless, the husband of one wife, having children who , who are not accused of loose or unruly behavior. For the overseer must be blameless, as steward, not self-pleasing, not easily angered, not given to , not , not greedy for dishonest gain; but given to hospitality, a lover of good, sober minded, fair, , self-controlled, holding to the word which is according to the teaching, that he may be able to exhort in the sound doctrine, and to convict those who contradict him. For there are also many unruly men, talkers and deceivers, especially those of the , whose mouths must be stopped: men who overthrow whole houses, teaching things which they ought not, for dishonest gain's sake. One of them, a of their own, said, "Cretans are always liars, evil , and idle gluttons." This is true. For this cause, reprove them sharply, that they may be sound in the , not paying attention to fables and of men who turn away from the truth. To the pure, all things are pure, but to those who are defiled and unbelieving, nothing is pure; but both their and their are defiled. They profess that they know , but by their deeds they deny him, being , , and unfit for any good work.

The world at this moment · Under Rome, 63 BC to AD 100

Judea as a client kingdom and then a province. Roads, garrisons, taxes, crucifixion, and a common Greek language that let a message travel the empire faster than any before it.

Rome
The republic tears itself apart in civil war and comes out as an empire under Augustus. What follows is two centuries of relative peace across the whole Mediterranean, enforced by legions and paid for by taxes, with safe roads and safe sea lanes. Every one of Paul's journeys depends on that.
Judea
Governed first through Herod the Great, a client king of enormous ability and enormous brutality who rebuilds the temple into one of the wonders of the ancient world, then directly by Roman prefects. Crucifixion is the standard penalty for sedition and is used often and publicly.
The wider world
Greek is spoken from Spain to Syria, which means a letter written in Corinth can be read in Rome without translation. Jewish communities already exist in most major cities, which is where the first Christian preaching lands. Mystery religions, imperial cult, and philosophy all compete in the same marketplace.
